6.3A <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 11, 2011 <br /> SUBJECT <br /> Application for grant funds from the California Department of Water Resources' (DWR) <br /> Integrated Regional Water Management (1RWM), Stormwater Flood Management <br /> (SWFM) <br /> RECOMMENDATION <br /> By resolution, <br /> 1. Authorize the City Manager to submit an application to DWR for SWFM grant <br /> funds pursuant to the Disaster Preparedness and Flood Prevention Bond Act of <br /> 2006 (Proposition 1 E), and <br /> 2. If awarded, authorize the City Manager to execute the agreement with DWR, and <br /> to designate execution of other related documents as most appropriate, and <br /> 3. Approve use of grant funds on the Bayfront Canal Regional Flaod Protection <br /> System Improvements and Fifth Avenue Pump Station Renovation Project <br /> (Project). <br /> BACKGROUND <br /> The Council adopted the Bay Area IRWM Plan on December 4, 2006. The Bay Area <br /> IRWM Plan is a multi-stakeha(der, nine-county effort to coordinate a strategic approach <br /> to regional water resources management. The Bay Area IRWM Plan was developed by <br /> a diverse group of water supply, water quality, wastewater, stormwater, ffood <br /> management, watershed and habitat agencies, local governments, environmental <br /> groups, business groups and other interested parties in response to the state's intent to <br /> provide grant funds only to projects that are included in an adopted integrated water <br /> management plan. <br /> DWR has a number of IRWM grant program funding opportunities. On November 2006 <br /> California voters passed Proposition 1 E, the Disaster Preparedness and Flood <br /> Protection Bond Aet, which provides grant funding for IRWM, SWFM. As part of the <br /> grant application process, DWR requires the applicant to provide a resolution adopted <br /> by the applicant's goveming body that designates fhe person authorized to submit the <br /> grant appfication and execute the agreement for SWFM grant funds. <br /> Staff has submitted the Bayfront Canal Regional Fload Protection System <br /> Improvements and Fifth Avenue Pump Station Renovation Project for incorporation into <br /> the Bay Area IRWM Plan, and has started to prepare the application for Proposition 1 E <br /> grant funds for this specific project. Construction of these improvements will mitigate <br /> flooding in the Bayfront Canal, Fifth Avenue, and Atherton Channel areas. Staff <br /> anticipates a very competitive environment for these grant funds as many proponents of <br /> other projects have been anxiously awaiting this grant opportunity. The grant <br /> application deadline is April 15, 2011 and DWR anticipates grant award announcement <br /> in September 2011. <br />
