REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 14, 2003 <br />Subject <br />Resolution authorizing City Clerk to prepare Summary Ordinances as required <br />Recommendation <br />Adopt a resolution designating the City Clerk to prepare a summary of ordinances or <br />amended ordinances in the future as necessary. <br />Background <br />All ordinances proposed for adoption must be published at least three days prior to <br />adoption. There are times when an ordinance is several pages long and the cost to publish <br />such an ordinance in the newspaper is substantial. California Government Code Section <br />36933(c)(1) provides that proposed ordinances and amended ordinances may be <br />published in a "summary" form as opposed to the entirety of the ordinance. The City <br />Council must designate someone to prepare the summary. It is recommended that this <br />practice be implemented so as to reduce the costs of publication in these extremely tight <br />budget times. <br />Alternative <br />The City Council may choose not to publish ordinances in summary form and continue past <br />practice. <br />Fiscal Impact <br />Publication of summary ordinances rather than publication of ordinances in their entirety <br />could produce substantial savings. The current example of a one 24 -page ordinance being <br />reduced to approximately two to three pages is a savings of approximately $4,500.00. <br />S.-4 y tw <br />Patricia S.
