X043 -21 <br />Attachment 7 <br />ULTRA LOW -FLUSH TOILET REPLACEMENT PROGRAM (BMP 14) <br />BACKGROUND: <br />Redwood City has identified the need to implement a toilet replacement program to reduce <br />its water purchases from SFPUC, to increase the City's water supply reliability and to avoid <br />excessive water use cutbacks required during a shortage. <br />To prepare for the implementation of this program, City staff has done research on the <br />programs other water agencies have implemented in the past and has found a successful <br />model used by the Sonoma County Water Agency in the cities of Rohnert Park and <br />Petaluma. <br />PROGRAM DESCRIPTION: <br />The proposed toilet replacement program consists of two main strategies that will offer <br />customers free toilets together with free installation by a City's hired plumbing contractor <br />and offer of rebates to customers who want to select and install their own ULF toilet. Both <br />residential and commercial customers will participate in the program. <br />A) Direct - Install Proqram <br />This program provides fixtures and installation free of charge to participating residential <br />and commercial customers. The City would select a plumbing contractor to perform the <br />work of removing the existing toilet (s) and disposing of them by recycling the china for <br />use in road base and installing the ULF toilet with a one -year warranty. <br />The Residential program includes: <br />1. Free Toilet equipment <br />♦ Free ULFT gravity flush toilet for each existing toilet. <br />♦ Free accessory hardware as appropriate (wax ring and floor mounting bolts, <br />new water supply line) <br />♦ Customer may upgrade to a Pressure Assisted Toilet (PAT) by paying $120 for <br />each upgrade. <br />Free Showerheads and Faucet Aerators. <br />Free Installation of toilets and aerators by City Plumbing contractor <br />The Commercial program includes_ <br />1. Free Toilet equipment <br />♦ Free ULFT (tank type; or, where they exist, flushometer floor and wall- mounted <br />types) <br />♦ Free ULFT valve retrofit kit for flushometer toilets. <br />♦ Free accessory hardware as appropriate (waste outlet field and flange bolts <br />and if needed water supply line or new vacuum breaker /tube kit) <br />♦ Free upgrade of gravity flush toilet to PAT toilet <br />2. Free Urinal valve retrofit kit (and O -ring kit). <br />3. Free Showerheads and Faucet Aerators. <br />4. Free Installation of toilets and aerators by City Plumbing contractor <br />
