10 . -Z� <br />URBAN WATER MANAGEMENT PLAN - WATER CONSERVATION SECTION <br />• BMP 10. Wholesale Agencv Assistance Programs. The City does not provide <br />wholesale water to any other retail agencies, and hence this BMP is not applicable to <br />Redwood City. <br />• BMP 11 Conservation Pricing. The city has an increasing block rate structure where <br />the per unit price of water increases with increasing increments of water use. <br />Regarding sewer service charges, the City uses a single price rate structure based on <br />water use for non - residential customers; this price varies with customer class <br />depending on wastewater flow characteristics. For residential customers, the City uses <br />a flat rate that is unrelated to an individual customer's water use. <br />❑ BMP 12. Conservation Coordinator. The Water Public Works Superintendent serves <br />as the City Conservation Coordinator. Tasks include oversight of the conservation <br />programs and BMP implementation, BMP reporting, and communication of water <br />conservation issues within the City organization and to the public. <br />❑ BMP 13. Water Waste Prohibition. The City established a "No- Waste" ordinance <br />(Appendix E) that includes numerous water use restrictions and prohibitions <br />including prohibitions against use of defective irrigation equipment, flooding of <br />gutters, streets or drainage systems, and use of water hoses without a shut -off valve. <br />❑ BMP 14 Residential Toilet Replacement Programs. The City is prepared to <br />launch programs to install high - efficiency toilets in select residential market <br />segments. Based on recent research from the California Urban Water <br />Conservation Council, the City intends to implement replacement programs <br />that minimize program freeriders to maximize cost effectiveness. In particular, a <br />direct installation program focused on multiple -family customers shows the most <br />promise. <br />1.2.3 BMP Potential Implementation Plan <br />This section presents a potential BMP implementation plan for the future assuming full <br />compliance with the coverage and scheduling requirements specified in the MOU. BMPs <br />are separated into three categories. <br />The first category includes BMPs not applicable to the City. BMP 2 is excluded because <br />of the City's already high penetration rate of low -flow showerheads. BMP 10 is excluded <br />because it relates only to wholesale water agencies. <br />The second BMP category addresses general agency activities that include BMPs lb, 3, <br />4, 7, 8, 11, 12, and 13. The City currently implements all of these BMPs. The water <br />savings resulting from these BMPs are unknown as they are difficult to quantify.
