1019-e <br />4) Finalization of the design for the streetscape improvements related to the <br />Retail /Cinema Project ("Theater Way" Broadway, Jefferson and Middlefield). <br />5) Commencement of construction of the underground public parking structure. <br />6) Complete the design for the Courthouse Plaza; demolish the Broadway Annex and <br />begin restoration of the Courthouse Facade. <br />7) Complete the Precise Plan for the Downtown Core. <br />8) Develop design concept for "Theater Way II" i.e., Middlefield between Broadway <br />and Veteran's Blvd. to enhance the pedestrian experience between the County <br />Parking Facility and the Retail /Cinema Project. <br />9) Assemble remaining privately -owned parcels on Block 2 for expansion of surface <br />parking lot located pursuant to the terms of the DDA for the Retail /Cinema Project. <br />10) Initiate work on a directional signage program for Downtown. <br />11) Work with the private development community to identify feasible projects for <br />"Opportunity Sites" identified in the Downtown Plan. <br />12) Continue to work with the downtown business community to promote Downtown <br />via special events, "branding" and aesthetic improvements to both private <br />buildings and public spaces. <br />13) Begin development of the "Parking Management Plan" pursuant to the DDA. <br />DOWNTOWN FUNDING PLAN <br />The implementation of the Council /Agency Board priorities and actions regarding the <br />Retail /Cinema Project, the Courthouse Facade Restoration and Plaza Project, and the <br />implementation planning for the Downtown Plan are incorporated into a multi -year Capital <br />Budget or "Downtown Funding Plan" summarized as follows: <br />Parking Improvements $19,175,000 <br />Estimated soft costs and construction costs for the underground public parking structure on <br />Block 1; parking control equipment for parking management throughout the downtown; as <br />well as costs for expanding and re- striping Block 2 parking lot. <br />Land Assembly $ 2,000,000 <br />Remaining net land assembly costs to be funded for parking obligations pursuant to the DDA <br />for the Retail /Cinema Project, including Block 1 and Block 2. This amount is net of the <br />developer's $7.5M payment for the air rights to construct the Retail /Cinema project over the <br />parking structure, as well as the monies allocated in the 2002 -03 "Current Capital Projects for <br />parking. <br />Culvert $ 3,800,000 <br />Estimated cost to relocate the culvert so the underground public parking structure can be <br />built. <br />_. Streetscape Improvements $ 1,675,000 <br />Estimated cost to construct improvements for 'Theater Way" between Broadway and <br />
