lo'9-49 <br />ATTACHMENT <br />REVIEW OF 2002 -2003 GOALS AND WORK PROGRAM <br />The achievements of the 2002 -2003 Work Program are summarized below and address <br />the City Council /Agency Board priorities established for both operational and capital <br />budgets. <br />In the area of economic development, the focus was on downtown improvements, <br />including (1) creating an implementation plan for the Downtown Plan (including possible <br />additional committees), and (2) implementation of the Courthouse Plaza restoration. <br />In the area of housing, the priorities include (1) increasing housing programs for <br />teachers /seniors, and (2) housing education /forum(s) regarding density issues. <br />These priorities address the Council's "overarching guidelines which are: (1) Aesthetics; <br />(II) Creating Pedestrian - Friendly Public Places; and (III) Quality of Life. <br />The Redevelopment Agency's work program is categorized into "general" and "housing" <br />activities in terms of the capital projects. Operational expenditures also addressed some <br />of the goals and priorities of the Council. <br />REDEVELOPMENT - GENERAL <br />1. Cinema <br />This program budgeted monies to fund the Agency's share of predevelopment <br />costs for the Retail /Cinema Project. It included monies carried over from 2001- <br />02. The transaction was restructured and an Amended Disposition and <br />Development Agreement as well as EIR was approved in December 2002, <br />approving the elimination of the office building, the consolidation of the parking <br />structure and retail /cinema complex on Block 1, and the expansion of surface <br />parking on Block 2. Expenditures included reimbursement of staff engineering <br />services, as well as consultant costs related to pre - development activities. <br />2. Courthouse <br />$500,000 was appropriated to begin the planning for the demolition of the <br />courthouse annex and the creation of a plaza on the Broadway side of the <br />building. Design work for the restoration of the Courthouse facade was <br />completed. A contract for the design of the Plaza was awarded to the urban <br />design firm of Freedman, Tung & Bottomley (FTB), which will initiate work on the <br />design and the public participation process in the summer of 2003. An additional <br />$66,810 was allocated to this project with the approval of the contract with FTB. <br />
