10.6 <br />3. Home Improvement Loans <br />The Home Improvement Loan Program is primarily funded from Federal <br />Community Development Block Grant (CDBG) funds. $300,000 in <br />Redevelopment funds was budgeted to supplement Federal monies by providing <br />funding for lead paint inspections and removal of lead hazards; and, to provide <br />aesthetic improvements in low- income neighborhoods by providing painting <br />grants and other improvements not permitted with Federal funds. 13 properties <br />were assisted in 2002 -2003. <br />4. El CaminoNera Housing Site <br />$625,000 was budgeted to support the construction of new affordable housing <br />units for school teachers. The site was assembled in 2001 -2002. Concept <br />drawings have been reviewed and a financial analysis and feasibility study are <br />under way. It is anticipated that this project will be ready for developer selection <br />by the end of 2003. <br />5. Douglas Street Rehabilitation <br />This is a continuing project. The property was acquired in 01 -02 and funded for <br />rehabilitation in 02 -03. The rehabilitation is not yet complete on the two units <br />which will be used to provide affordable housing for school teachers. <br />OPERATIONAL EXPENDITURES <br />Council /Agency Board priorities were also addressed in the operational budget via the: <br />1. Hiring of the Downtown Development Coordinator; <br />2. Formation of a Downtown Task Force to advise staff on Downtown issues and <br />the review by the Task Force of urban design issues such as the linkages to the <br />train station and Sequoia Station, which related to the implementation of the <br />Downtown Plan; <br />3. Housing symposium 'Redwood City Dreaming. . . Shaping the Future of <br />Housing" held in September, 2002 and attended by more than 99 people; <br />4. Sea Otter Classic, a professional cycling event originating in the Downtown held <br />in March, 2003; <br />5. Modifications to Middlefield between City Hall and the Library to enhance <br />pedestrian safety and access; and <br />6. Reorganization of the Planning and Redevelopment functions within the <br />Department. <br />3 <br />
