Sources refer to this as the "flip- flop ". <br />Some reports indicate that cities and counties will be compensated by the <br />state through payments from the county ERAF fund. How this would be done <br />is anyone's guess, and no one is really sure. It <br />appears to largely protect local services. It also promotes a number of <br />structural reforms including a balanced budget amendment, local mandate <br />reform, a spending cap, "Sinclair Paint" fee reform, and local government <br />protection.
