71 -61 <br />REPORT <br />To the Honorable Mayer and City Council <br />From the City Manager <br />July 14, 2003 <br />Subject <br />Approval of a Public Highway Agreement with Union Pacific Railroad (UPRR), and <br />Acceptance of a Highway Grant from UPRR for Blomquist Street Right Turn Lane, <br />relating to the Pacific Shores Development. <br />Recommendation <br />1. Approve and authorize execution of a Public Highway Crossing Agreement between <br />the UPRR and the City of Redwood City for the proposed reconstruction and <br />widening of the Blomquist Street at -grade public road crossing. <br />2. Accept the Highway Grant from UPRR granting the City a portion of the UPRR right - <br />of -way for widening the Blomquist Street at -grade public road cros ing for an <br />amount of $3,848.00, and direct the City Clerk to accept on behalf of thb City, said <br />Highway Grant pursuant to Resolution No. 10944, adopted December 5, 1988, and <br />to record a certified copy of this Resolution and Minute Order in the Office of the <br />San Mateo County Recorder. <br />Background <br />As part of the Blomquist/East Bayshore Realignment Project for mitigating traffic for the <br />new Pacific Shores Development, a right -turn lane was proposed from southbound <br />Blomquist Street onto Seaport Boulevard. In order for a right -turn lane to be <br />constructed, a portion of the right -of -way, needs to be acquired from the UPRR. (See <br />Attachment 1) UPRR has offered to sell this portion of land for $3,848.00 to the City. <br />The Developer, Pacific Shores Development, LLC, a Delaware limited liability company, <br />has agreed to pay the UPRR on behalf of the City for this land acquisition. <br />In addition, the Developer has agreed to pay for the cost of actual work performed by <br />UPRR crews for removing gates, signals, installing new at -grade crossing panels, and <br />all other railroad work associated with reconstructing and widening Blomquist Street. <br />The estimated cost for UPRR crews is $62,163.00. <br />The Public Highway Crossing Agreement and the Highway Grant are available for <br />review in the office of the City Clerk. <br />Page 1 of 2 <br />
