7 -02 <br />On July 2, 2003, the bid opening was held. The two (2) bids received for the 2002- <br />2003 Asphalt Rubber Chip Seal Project are summarized below: <br />Rank Contractor Amount <br />1. Western States Surfacing, Inc. — Modesto, CA I $498,954.68 <br />2. Manhole Adjusting Contractors, Inc. — Pico Rivera, CA $778,740.00 <br />The low bid by Western States Surfacing, Inc. is 4% higher than Engineer's Estimate of <br />$480,000, and is considered a good and responsible bid. <br />Western States Surfacing, Inc. has done projects for the City in the past; they are <br />considered good and responsible contractors. <br />Alternatives <br />Do not approve the contract for the 2002 -2003 Asphalt Rubber Chip Seal Project, which <br />would leave the scheduled streets in a deteriorated condition. <br />Fiscal Impacts <br />Funds in the amount of $1,100,000 are appropriated in the 2003 -2004 Capital <br />Improvement Program budget as part of the Transportation (Measure "A ") Fund. <br />Excess monies will be used for the upcoming Slurry Seal Project. <br />M.
