• P.A.C.T. Graduation Ceremony — Mayor Claire and Vice Mayor Ira passed out certificates of completion to the 2 nd graduating class of P.A.C.T. • Presentation: South Bay Salt Pond Restoration Project (California Coastal Conservancy) — Clyde Morris, Manager of the Don Edwards S.F. Bay National Wildlife Refuge, representing Fish and Wildlife Service, the Coastal Conservancy and the California Department of Fish and Game, gave a PowerPoint presentation of the largest wetland restoration project west of the Mississippi. The presentation included the acquisition of the Cargill Salt Ponds, the Phase -Out Interim Agreement and the Long -Term Restoration Planning process. • Presentation: Housing Endowment and Trust (H.E.A.T.) — San Mateo County Supervisors Rose Jacobs - Gibson, President and Rich Gordon, Sub - Committee of H.E.A.T., made a presentation. Supervisor Jacobs - Gibson enthusiastically supported the JPA and the establishment of the Housing Endowment and Trust of San Mateo County. She further encouraged Redwood City to be one of the founding members joining the cities of San Carlos, San Mateo, East Palo Alto and Daly City and the County of San Mateo. Supervisor Gordon stated that a pamphlet is provided that has additional information, frequently asked questions, and benefits of membership. He clarified that the Housing Trust is open to all cities in the County whether or not they have an approved Housing Element. The only restriction to those cities without an approved Housing Element would be utilization of the $2 million being sought from the State Bond. His second point was that H.E.AT. is seen as a fundraising vehicle, not a vehicle that will dictate to any jurisdiction what it should do, if anything, about housing. Each city and the County will retain full authority over its own programs, developments and activities. What will be available is a new vehicle for jurisdictions that want to build affordable housing to secure financial support to do that. Council Member Howard thanked Supervisors Jacobs - Gibson and Gordon and stated that she sees value in such a collaborative for leverage that could affect housing units in each city on a regional level. Council Member Pierce asked that the issue of water be addressed throughout the collaboration. She further stated that joint fundraising and planning was the real intent but that further clarification in the Purpose section of the JPA that speaks of monitoring and enforcement would be helpful. 6.
