1. Approve language changes in Section 2.2 of the Urban Water Management <br />Plan <br />2. Approve resolution amending the Urban Water Management Plan <br />ADOPT RESOLUTION 14530 TO ADOPT AMENDMENT TO URBAN WATER <br />MANAGEMENT PLAN <br />Council Member Hartnett stated that he would be voting no because by adding the <br />language to the UWMP it would be taking the issue of mandatory water off the <br />table. <br />Mayor Claire stated that because he still has no information on the non - mandatory <br />aspects and affects on the financing of the project. He restated his concern that <br />this would lock future Councils and that he would be voting no. <br />The motion passed by a majority roll call vote with Council Member Hartnett <br />and Mayor Claire voting no. MINUTE ORDER 03 -122 <br />9. MATTERS OF COUNCIL INTEREST <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletins No. 19 -2003 and 20 -2003. Council may direct staff to act <br />on positions taken by Council. (Copies of League of California Cities Priority Focus <br />available in City Clerk's Department.) <br />B. Resolution supporting Midpeninsula Regional Open Space District Proposal <br />to extend its boundaries to the coast (203) <br />Council Member Howard stated that Council Members were approached regarding <br />this proposal to extend boundaries to a portion of San Mateo County coastline. <br />Council Member Pierce stated that there is currently a large amount of open space <br />managed by Midpeninsula and this would bring in the coast side from the ocean to <br />Skyline Boulevard and south of Pescadero to the Santa Cruz mountains. This <br />involves no financial expansion in regards to taxing. <br />City Manager Everett stated that eminent domain is not to be used in this area and <br />for Redwood City, the most important element is that Midpeninsula holds a lot of <br />credibility in providing open space for residents' use. <br />Public Comment: <br />REGULAR CITY COUNCIL MEETING <br />MINUTES <br />PAGE 7 <br />MINUTES Book No. 59 <br />Page No. 479 <br />
