4 4 <br /> T <br /> the City of Redwood City in accordance with the Environmental <br /> Quality Act of 1970, as amended, and the guidelines for implemen- <br /> tation of the California Environmental Quality Act of 1970, adopted <br /> by the Secretary of the California Resources Agency. <br /> 2 . DEFINITIONS . For the purposes of this resolution, the <br /> following terms and phrases shall have the meanings respectively <br /> ascribed to them by this paragraph: <br /> (a) Applicant. The term "applicant" means any person who <br /> • <br /> has applied to the City, or submitted a proposal to <br /> the City, for a lease, permit, license, certificate, <br /> or other entitlement for use in connection with that <br /> category of projects defined in paragraph 2 (r) (i) (3) <br /> hereof. <br /> (b) Categorical Exemption. The phrase "categorical exemp- <br /> tion" means the exception of a project from the require- <br /> ment for an environmental impact report based upon a <br /> finding that such project is within a class of projects <br /> declared to be categorically exempt by the Secretary <br /> for Resources as set forth in the guidelines. <br /> (c) City. The term "City" means the City of Redwood City . <br /> (d) consultant. The term "consultant" means a person, <br /> not an officer or agency of the City, who or which <br /> furnishes expert personal services in the preparation <br /> of environmental impact reports . <br /> (e) Emergency Exemption. The phrase " emergency exemption" <br /> means the exception by reason of an emergency of a <br /> project from either the requirement for a determination <br /> that such project may have a significant effect on the <br /> environment, or the requirement for the preparation of <br /> an environmental impact report in connection therewith. <br /> The word " emergency" as used herein means a sudden and <br /> catastrophic calamity caused by an occurrence or <br /> combination of occurrences of State-wide or local impact, <br /> such as fire, flood, earthquake or other natural disaster, <br /> riot, war, accident, or sabotage. <br /> (f) Environment. The term " environment" means the physical <br /> conditions which exist in the area which will be affected <br /> by a proposed project, including land, air, water, <br /> minerals, flora, fauna, ambient noise, and objects of <br /> historic or aesthetic significance. <br /> (g) Environmental Impact Report . The phrase "environmental <br /> impact report" means the detailed written statement <br /> and comments of the same designation as defined and <br /> described in the Environmental Quality Act of 1970 and <br /> the guidelines. <br /> -2- <br />
