canals, drains and appurtenant facilities; (b) pump and <br />discharge works, including construction of new drainage pump- <br />ing and discharge facilities and improvement and modification <br />of existing pumping facilities; (c) lands, rights of way and <br />easements for any or all of said works; and (d) other works, <br />property or structures necessary or convenient for said <br />project. <br />6.
