CHAPTER 10 <br />Sections <br />1011 Modifications. In the event the council shall propose <br />to make any changes in the acquisitions or improvements which <br />shall result in making any substantial additions to the ac- <br />quisitions or improvements or any substantial substitution of <br />other acquisitions or improvements for any of those provided, <br />and the council has not taken proceedings to comply with or <br />in the avoidance of Division 4 of the Streets and Highways <br />Code as therein provided, it may take proceedings to determine <br />the necessity thereof as herein provided. In such event the <br />resolution initiating said proceeding shall be designated a <br />resolution of preliminary determination and of intention to <br />make changes and modifications and the final resolution shall <br />be designated a resolution of final determination to make <br />changes and modifications. In such proceedings the word <br />"substantial" shall have the meaning defined in Section 2804 <br />of the Streets and Highways Code. <br />1012 Id. - Notice and Hearin. The resolution of preliminary <br />determination, with a description of the proposed changes and <br />of the time and place of hearing thereon, shall be published <br />and notice shall be posted and mailed in the same manner as <br />required for hearing on the original resolution of intention. <br />1013 Bonds. If the council determines that bonds shall be <br />issued upon the unpaid assessments pursuant to the Improve- <br />ment Bond Act of 1915, the provisions of this section shall <br />apply and be controlling over the provisions in said Act. <br />(a) Advance Funds. The obligation of the city under <br />said Act to pay and transfer into the redemption <br />fund for any bonds issued pursuant to said Act <br />the amount of any delinquent installment of any <br />assessment or of any interest thereon for any <br />property sold to the city for nonpayment of such <br />35 <br />
