CHAPTER 1 <br />Sections <br />IU3 When Effective. This ordinance shall go into effect <br />at the expiration of thirty days after its final passage. <br />104 Alternative Procedure. The provisions of this ordinance <br />are alternative to and are not exclusive of any other ordinance <br />or any law. <br />105 Liberal Construction. This ordinance shall be liberally <br />construed in order to effectuate its purpose. <br />106 Waiver. All objections not made within the time and <br />manner herein provided are waived. <br />107 Irregularities. No error, irregularity, informality, <br />omission or illegality, and no neglect or omission of any <br />officer, in any proceeding taken hereunder, which does not <br />amount to a failure of due process of law under the federal <br />constitution, or which does not otherwise affect detrimentally <br />the substantial rights of any person, shall void or invalidate <br />any proceeding taken pursuant hereto. <br />108 Orders Final. All decisions and determinations of the <br />council, upon notice and hearing, shall be final and conclusive <br />upon all persons entitled to appeal, as to all errors, informal- <br />ities, omissions and irregularities which might have been <br />avoided, or which might have been remedied during the progress <br />of the proceedings, or which can be remedied. <br />109 Provisions Severable. If any provision of this ordinance <br />or the application thereof to any person or circumstance is <br />held invalid, such invalidity shall not affect any other pro- <br />vision or application of this ordinance which can be given <br />effect without the invalid provision or application, and to <br />this end the provisions of this ordinance are declared to <br />be severable. <br />2 <br />
