OFFICIAL ADVERTISING <br />The council shall advertise annually forthe submission of sealed proposals or bids from all <br />newspapers of general circulation in the city forthe publication of all ordinances and other <br />legal notices end matters required to be published. The newspaper to which such contract <br />is awarded shall be known and designated at the "official newspaper." The rates for <br />publishing public notices shall not exceed the customary rates charged for publishing legal <br />notices of a private character. <br />Contracts for advertising shall be awarded to the lowest responsible bidder. If there are two <br />or more lowest bids for advertising, the council shall award the contract to the newspaper <br />having the largest paid circulation. <br />F: /Atty /Memos/ /Agenda Charter Amendments <br />
