REPORT <br />• �J I <br />To the Honorable .Mayor and City Council <br />From the City Manager <br />July 21, 2003 <br />Subject <br />Contract agreement with the County of San Mateo for the provision of animal control <br />services for the period of July 1, 2003 through June 30, 2006. <br />Recommendation <br />The City is obligated to provide animal control services. Staff does not recommend this <br />contract but the City has no alternative. <br />Background <br />Animal control services are provided to all cities in the County through the Peninsula <br />Humane Society/Society for the Prevention of Crueltyto Animals (PHS /SPCA). The County <br />has a master contract with PHS /SPCA and individual contracts with all 20 cities. This <br />arrangement has been in place since the 1950's. The current three -year contract expired <br />June 30, 2003. <br />Animal Control Services <br />The contract continues the current animal control service program. PHS will continue to <br />provide: <br />• Response to field service calls relating to biting and /or dangerous animals, dog <br />packs, injured or sick animals, stray animals, and dead animal pick -up. <br />• Issuance of citations for violations of any state statutes or local County/city <br />ordinances. <br />• Provision of shelter services, including impounding, receiving, housing, redeeming, <br />providing veterinary treatment, adopting, euthanasia, and disposing of animals. <br />Peninsula Humane Society is reducing services cities used to receive: <br />PHS will no longer play a role in barking dog or noise nuisance animal <br />complaints. The County and each city will need to make provision for these <br />complaints. (Under the current contract, each city was first responder, with <br />PHS responding on the third call.) <br />PHS will not complete phone quarantines. The County will perform this <br />service. Cities will not see any interruption of services. <br />• PHS will not provide regular patrol of public parks and beaches. PHS will <br />only respond to service calls in these areas. Cities wishing to provide routine <br />patrol may do so at their own expense through contract with PHS. <br />
