To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />April 8, 2002 <br /> <br />Subject <br />Emergency Sewer Force Main Repairs on Radio Road & Redwood Shores Parkway <br /> <br />Recommendation <br />Adopt the attached resolution ratifying the work completed by S.G. Barber Construction <br />for emergency repairs of two sanitary sewer force main breaks in Redwood Shores and <br />authorizing payment in the amount of $24,751.72 for same. <br /> <br />Background <br />In February, two separate sanitary sewer force main breaks occurred in Redwood Shores, <br />which required emergency repairs by a specialized contractor. On the .afternoon of <br />February 12, 2002, Public Works Services was notified of a leak in the 10-inch city-owned <br />force main on Radio Road near the South Bayside System Authority (SBSA) treatment <br />facility. The City contacted S.G. Barber Construction to perform the necessary repairs. On <br />February 21,2002, the 18-inch sanitary sewer force main running along Redwood Shores <br />Parkway developed a leak that required S.G. Barber Construction to make the necessary <br />repairs. At the time of each occurrence, City crews were committed to other priority tasks. <br />However, because these are force main lines operating under pressure, city crews did <br />monitor and control the flow at several lift stations, as did SBSA at its five lift pumps to <br />reduce the pressure on the lines. Storm Drains Maintenance Section personnel monitored <br />the Redwood Shores Lagoons for any signs of discharge to the lagoons, waterway and <br />catch basins; and water quality samples were taken. The test results were negative <br />indicating that none of the sewage discharged to the lagoons; waterways or adjacent catch <br />basins. Discharges of this type, if not addressed in an urgent manner can lead to costly <br />fines and / or cleanup orders for the City by regulators, and present health and safety risks <br />to residents and wildlife. Therefore, staff authorized the immediate repair to the force <br />mains. <br /> <br />Alternative <br />Due to the emergency nature of these repairs and the need to minimize potential adverse <br />consequences, alternatives available to the City Council are limited to approval or <br />disapproval of payment for services. <br /> <br />Fiscal Impact <br />Funds are available in the approved Fiscal Year 2001/02 Sanitary Sewer Maintenance <br />operating and maintenance budget. <br /> <br /> pMua~ilcYnwV~c ;kris a~egrinten O e~nt PD~;eecr t 'onr ,g rpaurn ~,ces ~,~:rn~% e r <br /> <br />Attachment: None <br /> <br /> <br />
