2) Direct staff to begin Owner Participation process for implementing the <br /> Redevelopment Plan within both Phase I and Phase II of the Planning Area. The <br /> Agency will expect the Owner-Participant respondents to be prepared to <br /> redevelop the entire Planning Area, consistent with the intent of the Downtown <br /> Area Plan as currently drafted.
