A ; = 4 <br />Section 3. Provision of Annual Renortg. <br />(a) The City shall, or shall cause the Dissemination Agent to, not later than 270 days after <br />the end of the City's fiscal year (i.e,. April 1), commencing April 1, 2004 with the report for the 2002 -03 <br />Fisca: Year, provide to each Repository and the Participating Underwriter an Annual Report which is <br />consistent with the requirements of Section 4 of this Disclosure Certificate. Not later than fifteen (15) <br />Business Days prior to said date, the City shall provide the Annual Report to the Dissemination Agent <br />(if other than the City). The Annual Report may be submitted as a single document or as separate <br />documents comprising a package, and may include by reference other information as provided in <br />Section 4 of this Disclosure Certificate; provided that the audited financial statements of the City may <br />be submitted separately from the balance of the Annual Report, and later than the date required above <br />for the filing of the Annual Report if not available by that date. If the City's fiscal year changes, it shall <br />give notice of such change in the same manner as for a Listed Event under Section 5(c). <br />(b) If the City is unable to provide to the Repositories an Annual Report by the date <br />required in subsection (a), the City shall send a notice to the Municipal Securities Rulemaking Board <br />and the appropriate State Repository, if any, in substantially the form attached as Exhibit A. <br />(c) The Dissemination Agent shall: <br />(f) determine each year prior to the date for providing the Annual Report the name <br />and address of each National Repository and each State Repository, if any; and <br />(ll) if the Dissemination Agent is other than the City, file a report with the City <br />certifying that the Annual Report has been provided pursuant to this Disclosure Certificate, <br />stating the date it was provided and listing all the Repositories to which it was provided. <br />Section 4. Content of Annual Renorts. The City's Annual Report shall contain or incorporate <br />by reference the City's audited financial statements (prepared in accordance with generally accepted <br />accounting principles as promulgated to apply to governmental entities from time to time by the <br />Governmental Accounting Standards Board) as well as the following information: <br />(a) Assessed value information (per the San Mateo County Assessor's last equalized <br />tax roll prior to the September next preceding the Annual Report Date) with respect to each <br />parcel, on a parcel by parcel basis, currently subject to the Special Tax within the District, <br />showing the assessed valuation of the real property component of the parcel and the assessed <br />valuation of the improvements on the parcel; <br />(b) In the event there are total delinquencies within the District as of October 1 in <br />any year, delinquency Information, including a list of all parcels delinquent in the payment of <br />the Special Tax, amounts of delinquencies, length of delinquency and status of any foreclosure <br />proceedings for each parcel listed; <br />(c) The amount of prepayments of the Special Tax with respect to the District for <br />the prior Fiscal Year, <br />(d) A parcel -by- parcel breakdown of the Special Tax levy as shown on the San <br />Mateo County Assessor's last equalized tax roll prior to the September next preceding the <br />Annual Report Date; <br />(e) The principal amount of Bonds Outstanding and the balance in the Reserve Fund <br />as of the September 30 next preceding the Annual Report Date; <br />E -2 <br />
