7.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />May 2, 2011 <br />SUBJECT <br />Fiscal Year 2011 -12 Annual Action Plan in support of 2010 -2015 Consolidated Plan <br />RECOMMENDATION <br />Conduct a public hearing to consider the fiscal year 2011 -12 Annual Action Plan, adopt <br />a resolution to approve the fiscal year 2011 -12 Annual Action Plan and authorize the <br />City Manager to execute and file documents related to the Annual Action Plan for <br />submittal to the U.S. Department of Housing and Urban Development. <br />BACKGROUND <br />Consolidated Plan / Annual Action Plan <br />On April 26, 2010, the City Council adopted a Community Development Block Grant <br />Program Consolidated Plan (2010- 2015). The Consolidated Plan is a federal <br />prerequisite for receiving various sources of entitlement funding from the U.S. <br />Department of Housing and Urban Development (HUD). The term of the City's <br />Consolidated Plan is the period from July 1, 2010 to June 30, 2015. The Consolidated <br />Plan is made up of three components: <br />1. Community Profile and Market Needs Analysis: Describes the disproportionate needs <br />of the community's low income and minority residents. <br />2. Five -Year Strategic Plan: Identifies quantitative performance outcomes the City will <br />achieve using federal funding each year of the five -year plan to meet the community <br />need. <br />3. One -Year Action Plan: For each of the five years, identifies how funds will be used <br />annually to meet the quantitative goals. <br />This report requests approval of the second year Annual Action Plan through funding <br />recommendations for programs and activities that will meet the five year strategic <br />planning objectives. <br />The Annual Action Plan is consistent with and implements the Consolidated Plan. It is <br />comprised of an Executive Summary (Attachment 2: Executive Summary - Annual <br />Action Plan Funding Recommendations by Priority); and an Action Plan Budget <br />Sources and Uses (Attachment 3:2011 -2012 Action Plan Budget), which identifies all <br />sources of funding, specific activities recommended for funding, and certain required <br />narrative regarding the location of activities to be funded. The Annual Action Plan <br />includes funding recommendations made by the Housing and Human Concerns <br />Committee (HHCC) from Community Development Block Grant (CDBG) funds, HOME <br />Investment Partnership (HOME) funds, and reprogramming of prior year funds. <br />
