7.A. - Page 4 <br />ORIGINAL <br />RESOLUTION NO. <br />RESOLUTION APPROVING ANNUAL ACTION PLAN OF THE <br />CONSOLIDATED PLAN (2011 -2012) AND APPLICATION FOR <br />FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK <br />GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS); <br />CERTIFYING THAT THE CITY HAS FOLLOWED ITS ADOPTED <br />CITIZEN PARTICIPATION PLAN; AND AUTHORIZING EXECUTION <br />AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL <br />YEAR 2011 -2012) <br />WHEREAS, the Community Development Block Grant (CDBG) Program <br />authorized pursuant to Title I of the Housing and Community Development Act of 974 <br />(P.L. 93 -383), as amended ( "the Act "), requires that jurisdictions receiving federal funds <br />develop a Consolidated Plan and provide for the issuance of grants in order to attain the <br />objective of the development of viable urban communities, by providing decent housing <br />and a suitable living environment and expanding economic opportunities, principally for <br />persons of low or moderate income; and <br />WHEREAS, there has been presented to, and reviewed by this Council, an <br />Annual Action Plan to the Consolidated Plan (the "Action Plan ") and an application to <br />the United States Department of Housing and Urban Development for a Community <br />Development Block Grant (the "Application ") in the amount of approximately Six <br />Hundred Seventy Thousand and No Dollars ($670,000) and HOME Investment <br />Partnership (HOME) funds in the amount of Three Hundred and Sixty Two Thousand, <br />and No Dollars ($362,000) for the period of July 1, 2011 through June 30, 2012; and <br />WHEREAS, there has been prepared by the Planning Manager a Notice of <br />Determination determining that the proposed CDBG Program and approval of the <br />Consolidated Plan, as set forth in the Application, is exempt from the requirements of <br />NEPA and CEQA as a ministerial project and does not have a significant effect on the <br />environment, and a notice of such determination has been filed with the County Clerk of <br />San Mateo County; and <br />WHEREAS, an Executive Summary and a 30 -day Request for Citizen Comments <br />on the draft plan have been published for citizen comment prior to forwarding the <br />documents to Council for approval; and <br />WHEREAS, on March 8, 2011, the Housing and Human Concerns Committee <br />completed funding recommendations for CDBG and HOME and approved the final <br />Action Plan on March 22, 2011; and <br />WHEREAS, on March 15, 2011, the Planning Commission reviewed the capital <br />projects included in the Action Plan and determined that the activities conform to the <br />ATTY /RESO.2126 /Annual Action Plan2011 -2012 <br />042611 <br />
