6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />May 2, 2011 <br />SUBJECT <br />Amendment Number 2 to Agreement with Moore, lacofano and Goltsman (MIG) for <br />Environmental Consulting Services for the Stanford in Redwood City Project <br />RECOMMENDATION <br />Approve Amendment Number 2 with MIG in the amount of $41,384 to complete <br />preparation of the Stanford in Redwood City Environmental Impact Report (EIR) <br />BACKGROUND <br />On August 11, 2008, the City executed an agreement with Wagstaff and Associates to <br />assist staff with the preparation of an EIR for the "Stanford in Redwood City" project. <br />The original agreement, which included sub - consultant work, was in the amount of <br />$354,250. Wagstaff and Associates has since merged with MIG and is now referred to <br />as MIG. In March 2010, the City Council approved the first amendment to MIG's <br />contract agreement in the amount of $85,285. MIG is now requesting a second <br />amendment to their contract with the City in the amount of $41,384, bringing the total <br />scope of services to $480,919. The amendment covers unanticipated consultant and <br />subconsultant costs for Stanford's revised site layout and resulting need for a revised <br />traffic analysis, additional visual simulations, review of a Human Health Risk <br />Assessment, additional screencheck Draft EIR reviews and other revisions related to <br />recent case law that necessitated revisions to the EIR's Traffic Chapter. <br />In addition to the contract amount, a 5 percent contingency of $24,045.90 is proposed. <br />The contingency would be used only if absolutely necessary to respond to unanticipated <br />challenges in a time - efficient manner to maintain work quality and schedule. This <br />funding could also be used to support a greater than anticipated effort for preparing the <br />responses to comments on the Draft EIR, which constitutes a significant portion of a <br />Final EIR. Staff is requesting that the City Council grant the City Manager or his <br />designee the authority to utilize the contingency fund as needed to complete the project. <br />Stanford has agreed to submit additional funds to cover these expenses. It is <br />anticipated that the Stanford Draft EIR will be released for public review in early summer <br />and forthcoming for Council consideration later this year. <br />
