6.1.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
May 2, 2011
SUBJECT
Amendment Number 2 to Agreement with Moore, lacofano and Goltsman (MIG) for
Environmental Consulting Services for the Stanford in Redwood City Project
RECOMMENDATION
Approve Amendment Number 2 with MIG in the amount of $41,384 to complete
preparation of the Stanford in Redwood City Environmental Impact Report (EIR)
BACKGROUND
On August 11, 2008, the City executed an agreement with Wagstaff and Associates to
assist staff with the preparation of an EIR for the "Stanford in Redwood City" project.
The original agreement, which included sub - consultant work, was in the amount of
$354,250. Wagstaff and Associates has since merged with MIG and is now referred to
as MIG. In March 2010, the City Council approved the first amendment to MIG's
contract agreement in the amount of $85,285. MIG is now requesting a second
amendment to their contract with the City in the amount of $41,384, bringing the total
scope of services to $480,919. The amendment covers unanticipated consultant and
subconsultant costs for Stanford's revised site layout and resulting need for a revised
traffic analysis, additional visual simulations, review of a Human Health Risk
Assessment, additional screencheck Draft EIR reviews and other revisions related to
recent case law that necessitated revisions to the EIR's Traffic Chapter.
In addition to the contract amount, a 5 percent contingency of $24,045.90 is proposed.
The contingency would be used only if absolutely necessary to respond to unanticipated
challenges in a time - efficient manner to maintain work quality and schedule. This
funding could also be used to support a greater than anticipated effort for preparing the
responses to comments on the Draft EIR, which constitutes a significant portion of a
Final EIR. Staff is requesting that the City Council grant the City Manager or his
designee the authority to utilize the contingency fund as needed to complete the project.
Stanford has agreed to submit additional funds to cover these expenses. It is
anticipated that the Stanford Draft EIR will be released for public review in early summer
and forthcoming for Council consideration later this year.
