360 <br /> asking their cooperation in the control of dump burning and stating that <br /> I was to set the times that the operators would burn.. I am not sure of <br /> the date of this letter, as a copy has not been received in this office <br /> as of this date. <br /> The Board of Supervisors employed C. D. Allen and Associates to conduct <br /> a survey of the dump operations in San Mateo County, and to submit a pre- <br /> liminary report with recommendations on handling the garbage and refuse <br /> disposal problem in this county. This report was submitted by Mr. C. D. Allen <br /> to the Board of Supervisors on September 1, 1 954. Following this, a joint <br /> meeting was held between the Board of Supervisors and representatives of II <br /> the various cities, and a committee was appointed of city representatives <br /> to submit recommendations. As of this date, this committee has not sub- <br /> II <br /> mitted a report to the Board of Supervisors. <br /> It is unfortunate that although the problem of garbage and refuse dis- <br /> posal in this county is being considered by various committees, not a great <br /> deal is being accomplished. It is true the City of San Mateo and the City <br /> of Burlingame have stopped burning, (periodically fires do break out, but <br /> they are shortly brought under control), but the operation cannot be con- <br /> sidered of too high a standard as it is very unsightly, due, generally, <br /> to the lack of material to carry out proper cover operations and, also, <br /> to salvage activities. <br /> It has been the feeling of the Health Department that the best approach <br /> to the garbage and refuse disposal problem in this county is the forma- <br /> tion of a garbage and refuse disposal district, setting up three dis- <br /> posal sites along the Bay side and two along the Ocean side at the present <br /> time, and that with the formation of this district and the obtaining of <br /> disposal sites, all burning be cotpletely stopped. The garbage and refuse <br /> disposal district would not be concerned with the collection of waste- - <br /> this would be a function still remaining the responsibility of the cities, <br /> sanitary districts and the Board of Supervisors. The garbage and refuse <br /> disposal district would have administrative control of disposal only. At <br /> this time it is still the feeling of the Health Department that such dis- <br /> trict is the best solution of the problem; unfortunately, I believe it <br /> will become more critical before a realistic approach is made through <br /> proper handling of the problem. <br /> Now that this legislature has passed a law authorizing a Bay Area Pollu- <br /> tion Control District, it is even more imperative that the communities <br /> face their disposal problems, as one of these days continued burning will <br /> _ be prohibited. The problem should be faced before an emergency arises. <br /> Under existing laws the Health Department has jurisdiction in the case of <br /> burning dumps where it can definitely show that there is a health hazard. <br /> Such data would be extremely hard to obtain and in my opinion it would be <br /> even more difficult to prove that it is causing any health hazard. <br /> I wish to take this opportunity to commend you for your action at the <br /> last City Council meeting in recommending that consideration be given to <br /> controlling burning at the dump and that an effort be made to obtain <br /> another site, although I would like to suggest that the City give more <br /> consideration to going along with the County should it decide on the for- <br /> mation of a garbage and refuse disposal district. <br /> (signed) <br /> Eugene Mason Howell <br /> Public Health Engineer" <br /> Councilman Granger moved that the permit to the firm prospecting for cinnabar in the <br /> Stulsaft Park area be extended for another fifteen days with the understanding the <br /> bond be extended for a like period. Motion seconded by Councilman Spillers and <br /> carried. . <br /> Councilman Stout commented on the pictures of the burning dumps which were taken by Fire- <br /> man Bubniak on the night of June 7th. <br /> City Attorney Currie suggested that the matter of acquisition of property for proposed <br /> parking lot priority No. 2 be studied at the earlies possible date in fairness to <br /> the property owner. Councilman Jones moved that the Council go along with the <br /> understanding reached at the study meeting with Citizens Committee held June 20th, <br /> 1955. Motion seconded by Councilman Britschgi and carried. <br /> Mayor Herkner advised the Council regarding the presentation of service pins which were, <br /> in his opinion as well as that of the employees, very attractive. <br /> Claims Nos. 16726 to 16844 totaling $81,881.54 were ordered paid on motion of Council- <br /> man Spillers, seconded by Councilman Royer and carried. <br /> Mayor Herkner announced a budget and salary study meeting for Wednesday evening, 8:00 p.m. <br /> June 22, 1955, in the City Manager's office. <br /> Councilman Spillers moved adjournment to Monday, Jun 27, 1955, seconded by Councilman <br /> Stout and carried. .Meeting adjourned at 10:40 p.m. /2 <br /> RAL S.
