Councilman Britschgi then made the motion designating the City <br /> Manager as representative of the City Council in all matters pertaining to the <br /> Veterans Memorial Building. Motion seconded by Councilman Spillers and carried. <br /> Councilman Royer then moved that the bids received on opera chairs and stage cur- <br /> tains be referred to the War Memorial Committee for their study and recommendation. <br /> City Engineer Jain stated that the ground will be staked out as soon as the con- <br /> tractor requests same. This work has not been done before the arrival of the con- <br /> tractor in order to eliminate the removal of the stakes by unauthorized persons. <br /> PUBLIC HEARING, PROPOSED SUB - STATION, 1240 WOODSIDE ROAD, PG&E REQUEST. The affidavit <br /> of mailing was ordered filed. The following letters were read: Merrit S. Olsen, <br /> 104 Nimitz; Joseph Cornish, 110 Nimitz Ave.; Miss Elecia M. Coats, 1870 Valota Rd.; <br /> Mrs. Alice Rankine, 1931 Woodside Rd. <br /> The following property owners in the area appeared to protest the issuance of the <br /> use permit on the grounds that the erection of the sub - station would depreciate <br /> their property and would be a public nuisance: M. H. Fineberge, 1865 Anamor; <br /> D. Littlejohn, 1859 Anamor; F. E. Lammert, 1872 Anamor; W. J. Robinson, 1880 Anamor. <br /> All of these properties were located directly behind the proposed sub - station site. <br /> In addition to the above, several residents from Nimitz Avenue located across <br /> Woodside Road from the property in question and in an unincorporated area also offered <br /> their protest. <br /> Mr. Duncan Raynard, Mr. Barnet of the PG&E Land Department and Mr. Scot Kay, <br /> PGFCE Engineer all addressed the Council in defense of their application for the use <br /> permit. Councilman Spillers suggested the location north of the property under con- <br /> sideration and on the opposite side of Woodside Road, which was located in a com- <br /> mercial area and backed up to nursery property, rather than residential. The PG&E <br /> Engineer explained that the ideal situation would be to locate in the area as re- <br /> quested in order that the facilities might be centered in the area to be served <br /> and thus in a position to take care of the people in and around the site. <br /> After further discussion, Councilman Spillers moved close of public hearing, second- <br /> ed by Councilman Stout and carried. Councilman Stout then moved denial of permit, <br /> seconded by Councilman Britschgi. Councilman Royer offered an amendment to the <br /> effect that the matter be held up for one week and a Committee be appointed to con- <br /> tact the PG&E in an effort to find a more suitable location. This motion was seconded <br /> by Councilman Jones and failed to carry, Councilman Britschgi, Granger, Spillers <br /> and Stout voting "No ". The original motion to deny the permit was then voted <br /> upon and carried on roll call, Councilmen Jones, Royer and Mayor Herkner voting <br /> "No ". After the vote above was recorded, Councilman Granger suggested that the <br /> PG&E contact the City Council before referring a new site to the Planning Commis- <br /> sion. The Council might wish to then refer the matter to the Planning Commission <br /> with their recommendation which would be of some assistance to the Planning Commis- <br /> sion in reaching a decision. <br /> APPOINTMENT, MEMBER PLANNING COMMISSION. This appointment was to fill a vacancy as <br /> directed by the recent Charter Amendment. Councilman Granger offered the name of <br /> Mitchell E. Webber and moved that he be appointed to fill this vacancy, motion <br />
