29 • If the recommendations are approved, the Mayor stated that committees will be appointed on the basis of: 1. Necessity and desirability of each project. 2. Means of financing, utilizing existing funds where possible consistent with sound financial thinking. 3. If approved by committee, when project should be started. 1 Report back to the Council in 30 days in order to get approved projects started this year if possible. In conclusion, Mayor Herkner expressed his appreciation for the cooperation and support of the entire council during the year just ended, and his hopes for the coming year. Councilman Britschgi moved that the recommendations of the Mayor be approved, and that he appoint committees to handle each project, seconded by Councilman Spillers and carried. Mayor Herkner appointed committees as follows: Water Department Improvements Chairman Councilman Royer Councilman Stout Reservoir Chairman Councilman Granger Councilman Britschgi Councilman Spillers Police Building Chairman Councilman Spillers Councilman Granger Councilman Jones Police Captain Wm. Faulstich Yacht Harbor Committee Chairman Councilman Britschgi Councilman Royer Councilman Stout Parking District Committee Chairman Councilman Jones Councilman Britschgi Councilman Stout Mayor Herkner also cancelled all outstanding Council committees and appointed new ones where necessary to become active as follows: Mayor's Advisory Committee Garbage Disposal - City Dump Britschgi - Granger Stout - Britschgi Civil Defense Library Sidney D. Herkner - Floyd Granger Stout - Jones War Memorial Building Real Estate (Consolidate Hawes Park Exch.) Floyd Granger Royer - Spillers - Stout Air Pollution - Smog Sign Ordinance Royer - Jones - Stout Royer - Spillers Civil Service Weed Abatement Stout - Royer Britschgi- Balzarini E. A. Rolison Chamber of Commerce, Public Relations Youth Center Royer - Britschgi Stout Tree Advisory Committee is not a Council committee and its duties should be handled by City Manager and his staff. The Mayor informed that the City Manager is now considering the 1955 -56 Budget, and that every effort should be made to keep operating costs down in order to prevent a sizeable increase in the tax rate. AUTHORIZE CITY CLERK ACCEPT DEED FROM MESSIAH UNITED LUTHERAN CHURCH FOR WIDENING OF VALOTA ROAD. City Manager Rolison recommended acceptance of this deed, so moved by Councilman Royer, seconded by Councilman Stout and carried.
