05/02/2011 <br /> ORIGINAL <br /> RESOLUTION NO. 15107 <br /> RESOLUTION APPROVING ANNUAL ACTION PLAN OF THE <br /> CONSOLIDATED PLAN (2011 -2012) AND APPLICATION FOR <br /> FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK <br /> GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS); <br /> CERTIFYING THAT THE CITY HAS FOLLOWED ITS ADOPTED <br /> CITIZEN PARTICIPATION PLAN; AND AUTHORIZING EXECUTION <br /> AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL <br /> YEAR 2011 -2012) <br /> WHEREAS, the Community Development Block Grant (CDBG) Program <br /> authorized pursuant to Title I of the Housing and Community Development Act of 974 <br /> (P.L. 93 -383), as amended ( "the Act "), requires that jurisdictions receiving federal funds <br /> develop a Consolidated Plan and provide for the issuance of grants in order to attain the <br /> objective of the development of viable urban communities, by providing decent housing <br /> and a suitable living environment and expanding economic opportunities, principally for <br /> persons of low or moderate income; and <br /> WHEREAS, there has been presented to, and reviewed by this Council, an <br /> Annual Action Plan to the Consolidated Plan (the "Action Plan ") and an application to <br /> the United States Department of Housing and Urban Development for a Community <br /> Development Block Grant (the "Application ") in the amount of approximately Six <br /> Hundred Seventy Thousand and No Dollars ($670,000) and HOME Investment <br /> Partnership (HOME) funds in the amount of Three Hundred and Sixty Two Thousand, <br /> and No Dollars ($362,000) for the period of July 1, 2011 through June 30, 2012; and <br /> WHEREAS, there has been prepared by the Planning Manager a Notice of <br /> Determination determining that the proposed CDBG Program and approval of the <br /> Consolidated Plan, as set forth in the Application, is exempt from the requirements of <br /> NEPA and CEQA as a ministerial project and does not have a significant effect on the <br /> environment, and a notice of such determination has been filed with the County Clerk of <br /> San Mateo County; and <br /> WHEREAS, an Executive Summary and a 30 -day Request for Citizen Comments <br /> on the draft plan have been published for citizen comment prior to forwarding the <br /> documents to Council for approval; and <br /> WHEREAS, on March 8, 2011, the Housing and Human Concerns Committee <br /> completed funding recommendations for CDBG and HOME and approved the final <br /> Action Plan on March 22, 2011; and <br /> WHEREAS, on March 15, 2011, the Planning Commission reviewed the capital <br /> ATTY /RESO.2126 /Annual Action PIan2011 -2012 Reso # 15107 <br /> 042611 MUFF # 405 <br />
