CONSULTANT SCOPE OF SERVICES <br /> Sewer System Management Program Support Services, 2011 <br /> This document describes RMC's proposed Scope of Services to assist with the implementation of the <br /> City's Sewer System Management Plan (SSMP) and other strategies in FY10 -11 to comply with the <br /> Statewide General Waste Discharge Requirements (WDR) issued by the State Water Resources Control <br /> Board (SWRCB). <br /> 1 Scope of Services <br /> Task 1 — SSMP Audit and SSMP Update <br /> The purpose of this task is to perform an SSMP Audit and SSMP Update. A summary of the work to be <br /> performed includes: <br /> Document Review: RMC will review the following documents. Note that RMC is already familiar with <br /> the Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems (Order No. <br /> 2006 - 003 -DWQ) and best management practices. This background will be used in conjunction with the <br /> City's specific documents. <br /> • Sewer System Management Plan <br /> • Applicable Standard Operating Procedures (SOPs) and references from the SSMP <br /> • Previous reports and findings <br /> Staff Interviews: RMC will meet with City staff to gather information on the existing programs and <br /> processes and may follow up with City staff to ask for clarification on information provided. <br /> Audit Report and SSMP Update: RMC will consolidate comments and complete an audit report and <br /> SSMP update as follows: <br /> • RMC will prepare a draft audit report and SSMP update for the City. Examples of specific <br /> areas RMC will address include: <br /> o Update of the description of the Fats, Oils, and Grease program; <br /> o Updating the preventive maintenance approach description; <br /> o Updating the organization chart and contacts, and; <br /> o Communication program update and implementation. <br /> • City staff will be expected to review and provide comments on the draft audit report and <br /> SSMP update. <br /> • RMC will prepare a final audit report and SSMP update and will present the documents to <br /> City staff. <br /> RMC will assist City staff with City Council approval of SSMP update. <br /> Task 1 Deliverables <br /> • SSMP Audit Report <br /> • SSMP Update <br /> Task 2 — Sewer Operations and Maintenance Staffing Plan (OPTIONAL) <br /> This task will include an assessment of the staffing and major equipment needs for operations and <br /> maintenance of the sewer collection system. Under this task, it is assumed that the City will provide <br /> RMC with a complete list of key /major assets (e.g., length of pipeline system, manholes, siphons, force <br /> March 2011 1 <br />
