The Treasurer shall keep in his office a <br /> registration book which shall at all times show the numbers <br /> of all registered bonds and the names and addresses of the <br /> registered owners, respectively. The addresses appearing in <br /> the registration book shall be deemed to be for all purposes <br /> the addresses of the registered owners. The Treasurer shall <br /> pay to the owner the interest on any registered bond by check <br /> mailed to such owner at his address appearing in the registra- <br /> tion book and shall pay to the owner or his legal assignee the <br /> principal of any registered bond upon presentation and sur- <br /> render of such registered bond. The registered owner of any <br /> registered bond may at any time (provided such bond shall not <br /> have been called for redemption) present such bond to the <br /> Treasurer and request conversion of such bond into a coupon <br /> bond, in which event the Treasurer shall cancel the registra- <br /> tion of such bond in said registration book and on the back <br /> of such bond and shall attach thereto coupons for all unmatured <br /> interest thereon and as a condition of any such conversion may <br /> require such charge therefor as it may deem proper, not exceed- <br /> ing $1.00 or such higher amount as may be permitted by law. <br /> Any such bond may again, from time to time, in like manner, <br /> be registered as to principal and interest. <br /> All transfers, registrations and discharges from <br /> registration shall otherwise be without expense to the holder, <br /> except that any taxes or other governmental charges required <br /> to be paid with respect to the same shall be paid by the bond- <br /> holder requesting the transfer, registration or discharge from <br /> registration as a condition precedent to the exercise of such <br /> privilege. All transfers, registrations and discharges from <br /> registration shall be made under such reasonable regulations <br /> as the Treasurer may prescribe. <br /> 11 <br />
