The Treasurer shall keep in his office a registration book which shall at all times show the numbers of all registered bonds and the names and addresses of the registered owners, respectively. The addresses appearing in the registration book shall be deemed to be for all purposes the addresses of the registered owners. The Treasurer shall pay to the owner the interest on any registered bond by check mailed to such owner at his address appearing in the registra- tion book and shall pay to the owner or his legal assignee the principal of any registered bond upon presentation and sur- render of such registered bond. The registered owner of any registered bond may at any time (provided such bond shall not have been called for redemption) present such bond to the Treasurer and request conversion of such bond into a coupon bond, in which event the Treasurer shall cancel the registra- tion of such bond in said registration book and on the back of such bond and shall attach thereto coupons for all unmatured interest thereon and as a condition of any such conversion may require such charge therefor as it may deem proper, not exceed- ing $1.00 or such higher amount as may be permitted by law. Any such bond may again, from time to time, in like manner, be registered as to principal and interest. All transfers, registrations and discharges from registration shall otherwise be without expense to the holder, except that any taxes or other governmental charges required to be paid with respect to the same shall be paid by the bond- holder requesting the transfer, registration or discharge from registration as a condition precedent to the exercise of such privilege. All transfers, registrations and discharges from registration shall be made under such reasonable regulations as the Treasurer may prescribe. 11
