The
proposed pump station rehabilitation includes a structure to house and secure the
pumps and new electrical /telemetry control equipment, a new emergency stand -by
generator, new and enhanced pump control panels, and new piping. Housing the
equipment, improving the controls, and including a generator increases the reliability
and the security of pump station operations, addresses aesthetic concerns, increases
sound attenuation, and reduces the need for maintenance.
The construction of this project coincides with other significant water system
improvement construction projects including the 2010 -2011 Water Main Replacement
Project and the Seaport Boulevard Water Transmission Pipelines Cathodic Protection
System Rehabilitation Project. As well, these construction projects are scheduled
concurrent with other Capital Improvement Program projects that require time to
perform construction administration and inspection by staff. Staff recommends that
Covello be retained to provide specialty inspection services for the Glenwood Pump
Station Improvement Project as the best use of resources and quality control during a
period of heavy work load.
The Covello Group, Inc. has successfully provided construction management and
inspection services to the city's recycled water projects, potable water projects and
sanitary sewer projects for the past five years with focuses on pump station
improvement projects. Staff recommends that Covello provide inspection services for
this project because of their expertise, cost effectiveness, as well as their successful
past performance on other similar city projects.
