6.1.113. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />April 25, 2011 <br />SUBJECT <br />Professional services agreement with The Covello Group, Inc. for construction <br />inspection of the Glenwood Pump Station Improvement Project. <br />RECOMMENDATION <br />Approve, by motion, a professional services agreement with The Covello Group, Inc. of <br />Walnut Creek to provide construction inspection services for the Glenwood Pump <br />Station Improvement Project for an amount not to exceed $84,800.00 and authorize the <br />City Manager to increase the contract amount up to 10% if necessary. <br />BACKGROUND <br />Council awarded the construction contract for the Glenwood Pump Station Improvement <br />Project to Conco -West, Inc. of Manteca for $513,680.00 on March 21, 2011. The <br />proposed pump station rehabilitation includes a structure to house and secure the <br />pumps and new electrical /telemetry control equipment, a new emergency stand -by <br />generator, new and enhanced pump control panels, and new piping. Housing the <br />equipment, improving the controls, and including a generator increases the reliability <br />and the security of pump station operations, addresses aesthetic concerns, increases <br />sound attenuation, and reduces the need for maintenance. <br />The construction of this project coincides with other significant water system <br />improvement construction projects including the 2010 -2011 Water Main Replacement <br />Project and the Seaport Boulevard Water Transmission Pipelines Cathodic Protection <br />System Rehabilitation Project. As well, these construction projects are scheduled <br />concurrent with other Capital Improvement Program projects that require time to <br />perform construction administration and inspection by staff. Staff recommends that <br />Covello be retained to provide specialty inspection services for the Glenwood Pump <br />Station Improvement Project as the best use of resources and quality control during a <br />period of heavy work load. <br />The Covello Group, Inc. has successfully provided construction management and <br />inspection services to the city's recycled water projects, potable water projects and <br />sanitary sewer projects for the past five years with focuses on pump station <br />improvement projects. Staff recommends that Covello provide inspection services for <br />this project because of their expertise, cost effectiveness, as well as their successful <br />past performance on other similar city projects. <br />
