6.1.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />April 25, 2011 <br />SUBJECT <br />Agreement with Ducks Unlimited for Disbursement of $300,000 in CIP Funding Toward <br />Construction of the Bair Island Pedestrian Bridge <br />RECOMMENDATION <br />Approve by Motion the Agreement with Ducks Unlimited for Disbursement of $300,000 <br />in CIP Funding Toward Construction of the Bair Island Pedestrian Bridge. <br />BACKGROUND <br />The United States Fish and Wildlife Service (USFWS) is implementing the Bair Island <br />Restoration and Management Plan, which includes restoring the 1,400 -acre Inner Bair <br />Island to natural tidal action. The Public Access Plan in the Project's approved <br />Environmental Impact Report /Environmental Impact Statement includes the <br />construction of the Bair Island Pedestrian Bridge, which will offer access to the island <br />from Bair Island Road near its official public parking area, just south of 700 Bair Island <br />Road. <br />The non - profit habitat conservation organization Ducks Unlimited has secured grants <br />from the State Coastal Conservancy and the Association of Bay Area Governments <br />toward construction of the bridge. <br />In support of the implementation of public access, and the preservation and restoration <br />of Inner Bair Island, the City Council pledged $300,000 in Capital Improvement Project <br />funds toward construction of the bridge. Ducks Unlimited has already obtained <br />$817,782 in grant funds from the State Coastal Conservancy, and $200,000 from the <br />Association of Bay Area Governments toward this project. Ducks Unlimited will manage <br />construction of the bridge, which is anticipated to begin this summer. <br />ALTERNATIVES <br />The City Council may determine not to approve the motion, and direct that the funds not <br />be disbursed to Ducks Unlimited, or offer other alternatives. <br />FISCAL IMPACT <br />The source of funds is Redwood City's Capital Improvement Project program, and <br />therefore will have no impact on the City's General Fund. <br />
