7.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />April 25, 2011 <br />SUBJECT <br />Development Opportunities on Block 2, Depot Circle, and Other City Land Assets Along <br />Middlefield Road and the Caltrain Corridor <br />RECOMMENDATION <br />Review and discuss design principles and business terms for development opportunities <br />on City owned lands in Downtown and in particular Block 2. <br />BACKGROUND <br />On January 24th, 2011 the City Council adopted the new Downtown Precise Plan <br />(DTPP)., The plan has generated substantial interest among developers and is very <br />likely to result in exciting projects in the near future for the downtown area of Redwood <br />City. <br />Developer interest has revolved around City -owned land along Middlefield Road and the <br />Caltrain railroad. In particular, the Middlefield Parking Lot (commonly referred to as <br />"Block 2 ") as well as the "Depot Circle" area are generating a great deal of attention. <br />As staff explores the most appropriate way to deal with this activity, we would like to <br />have a discussion with the Council about its priorities, concerns, and desires for the <br />area. In particular, staff seeks guidance with the following topics: <br />• Preferred uses and activity patterns <br />• Transit strategy <br />• Parking strategy <br />• Developer(s) selection process <br />• Provision of public amenities <br />• Disposition of City lands strategy <br />In the study session, staff will share with Council what the Downtown Precise Plan <br />contemplates for the area referred to as Block 2 as well as depot circle. Staff will be <br />reviewing more details on design options, parking and transit considerations as well as <br />the concept of a hotel near what is referred to as depot circle. <br />
