Planning <br /> Director Patterson advised statistical information will not be available <br /> until the 1990 census is complete, but will obtain the best information <br /> available at this time to apply to this situation. <br /> e. Page G -13 provides only two Housing Objectives, one encouraging a variety <br /> of types and the other requiring improvements. Fundamental objectives <br /> and quantified objectives should be found under this section of the <br /> General Plan, rather than in the strategies section and other sections. <br /> M /S: Murray /La Berge to move the two data elements (to promote freedom <br /> of choice in housing and to do what we can to eliminate discrimination) <br /> from their current place in the General Plan to be incorporated in the <br /> Housing Element Objectives. <br /> f. Environmental Review for these units <br /> should be required as part of our policy to monitor traffic and parking <br /> impacts. <br /> City Attorney Schricker advised our City ordinance conforms to state law <br /> regarding "granny units" and where there is no entitlement (planned <br /> development permit, etc.) issued by the city, as a matter of law, there <br /> is no environmental review, and if there is to be an environmental review <br /> in then it needs to be addressed in the General Plan. Planning Director <br /> Patterson described limitations of CEQA law. <br /> M /S: Murray/ to respect the character of residential neighborhoods, <br /> require an Environmental Review prior to the approval of second or <br /> detached units. <br /> City Attorney Schricker, with the approval of Councilman Murray, amended <br /> the motion by adding "including but not limited to the preservation of <br /> existing levels of traffic." <br /> Motion died for lack of a second. <br /> g. Page G -14, Exhibit I ABAG's statistics for Redwood City's fair share of <br /> affordable housing include area outside of Redwood City limits. <br /> Therefore the figures for Redwood City should be reduced by 20% resulting <br /> in 480 units with the 120 units to be built by the County. <br /> M /S: Murray /Bury to adopt as a numerical objective for 1990 -95 for <br /> Redwood City the figure of 480 affordable units, and encourage the County <br /> of San Mateo to build 120 units to be in compliance with ABAG <br /> projections. <br /> h. Page G -15, No. 2 Strategy. Change wording from "require a 50 foot <br /> average lot width" to either permit a 50 foot or at least a 50 foot <br /> average lot width. <br />
