This Joint Powers Agreement may be amended at any time with <br /> the agreement of the maj ority of the members representing a maj ority of the population of the <br /> County, except as provided in 3(d). <br /> 19. Adiustment of Population Fi�ures. The Board of Directors shall establish by <br /> resolution the population figures to be utilized in determining the population of local governments <br /> under this agreement based on the results of the decennial federal census or population figures <br /> provided by the State Department of Finance, and may revise the population figures at any time by <br /> resolution. <br /> 20. Clean Air Vehicle Re�istration Fee Pro�ram. C/CAG shall serve as the <br /> overall program manager for the San Mateo County under Health and Safety Code Section 44241 for <br /> funds made available by the increase in motor vehicle registration fees that the Bay Area Air Quality <br /> Management District is authorized to levy under A.B. 434, (1991 Statutes, Chapter 807.) <br /> 21. Storm Water Dischar�e Plan and Permit. To the extentpe�mitted by law and <br /> �egulation;and�ecogni�ed by the applicable gove�nment agency;the City/County Association of <br /> Governments shall assume responsibility for the following activities under the National Pollutant <br /> Discharge Elimination System (NPDES) Program (40 CFR 122): <br /> (a) Ratify submission of a county-wide storm water discharge permit application <br /> and accept permit on behalf of the County and Cities in the County, as co- <br /> C/CAG JOINT POWERS AGREEMENT�JPA� 11 REVISED:MARCH,2011 <br />
