6.4.A. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> Date May 23, 2011 <br /> SUBJECT <br /> Waive Reading and Introduce Ordinance Amending Chapter 3 of the Redwood City <br /> Municipal Code Relating to Advertising and Signs <br /> RECOMMENDATIONS <br /> Waive Reading and Introduce Ordinance Amending Chapter 3 of the Redwood City <br /> Municipal Code Relating to Advertising and Signs <br /> BAC KG RO U N D <br /> The City's advertising and sign ordinance was significantly revised in 2007. It was <br /> intended in part that the ordinance would regulate the display of non-commercial signs <br /> in "traditional public forum" areas, such as city streets, sidewalks, and public parks. For <br /> example, persons may display hand-held or personally attended signs displaying non- <br /> commercial messages, subject to various rules regarding size, display times, etc. In <br /> order to serve the City's interests in traffic flow and safety, persons displaying signs on <br /> public sidewalks may not stand in a traffic lane open for use and must provide clearance <br /> for pedestrians to pass by. The subsection proposed for deletion was creating an <br /> ambiguity as to the application of these regulations and is therefore recommended for <br /> removal. A section has also been added to clarify that newsracks may not be blocked or <br /> covered with signs. <br /> ALTERNATIVES <br /> 1.
