6.1.B. - Page2 <br /> Trench Repair contract to Bay Area Paving, Inc. and based on their previous work, staff <br /> is confident that they will perform work under this contract to City standards. <br /> Staff has also recommended that the Council allow the City Manager to extend this <br /> agreement, by mutual consent, for up to two (2) times with each extension occurring for <br /> a period of one-year respectively. Through explicit language in Section 520 of the <br /> Contract Documents, all potential bidders were informed of possible renewals as part of <br /> the bidding process for the project. Allowing the City Manager to extend the agreement <br /> for two additional one-year periods provides residents and businesses with consistency <br /> of work and allows City staff to continue to evaluate the performance of this contractor <br /> and make a recommendation to the City Manager to extend the contract, if the <br /> contractor's performance meets or exceeds City standards. <br /> Bidder Bid Amount <br /> Bay Area Paving, I nc. $231,770.00 <br /> Engineer's Estimate $275,000.00 <br /> Recommended Bidder: Bay Area Paving, Inc. <br /> Substantiation: Although Bay Area Paving, Inc. is the only bidder on this project, staff has <br /> worked with them on previous Utility Trench Repair Projects and feels confident that they will <br /> continue to perform work in compliance with City standards. <br /> ALTERNATIVES <br /> Hire additional City staff to perform the work in-house in lieu of this contract. The Public <br /> Works Services Director has determined that the contract option is better, based on the <br /> following: <br /> 1. The trench repairs are not a full-time activity and occur sporadically throughout <br /> the year. <br /> 2. The cost of an additional full time crew, equipment, and materials would be more <br /> expensive than contracting this work out. <br /> 3. If all trench repairs were performed by existing City crews, staff would have to <br /> delay necessary pavement maintenance and temporary sidewalk maintenance in <br /> order to perform the trench repairs. <br />
