6.1.C. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> May 23, 2011 <br /> SUBJECT <br /> Second Amendment for the Fiscal Year (FY) 2010-2011 After School Program Services <br /> Agreement between the City of Redwood City and the Redwood City Elementary <br /> School District <br /> RECOMMENDATION <br /> Ratify by motion and authorize the City Manager or designee to execute the Second <br /> Amendment for the FY2010-2011 After School Program Services Agreement between <br /> the City and the Redwood City Elementary School District: <br /> BAC KG RO U N D <br /> The Parks, Recreation and Community Services (PRCS) Department operates After <br /> School Learning Centers at seven school sites in Redwood City and the North Fair <br /> Oaks Area in partnership with the Redwood City School District (RCSD). These <br /> schools include: Fair Oaks, Selby Lane, Garfield, Ford, Hoover, Hawes and John Gill. <br /> Services include after school tutoring, recreation and enrichment programming such as <br /> life skills and family education opportunities. The majority of funding for the programs <br /> come from State and Federal grants managed by the District. This year, the PRCS <br /> Department is serving nearly 1,000 children each day at the school sites. This is made <br /> possible from two grants: the After-School Education and Safety Grant (ASES) and the <br /> 21 St Century Grant. <br /> The First Amendment that Council approved was on March 7, 2011. During the current <br /> school year, PRCS facilitated a meeting with one of our key partners, the Boys and Girls <br /> Club of the Peninsula (BGCP) and representatives from Redwood City 2020, and the <br /> RCSD to discuss efficiencies of service delivery. Collectively, we determined that the <br /> duplication of program coordination at one of our after school sites (Taft School) was <br /> not a good use of resources. PRCS was able to move our Program Coordinator from <br /> Taft School to Henry Ford School and serve children there, while the BGCP Program <br /> Coordinator remained at Taft and expanded the program. As a result, more kids are <br /> served, and two amendment approvals are required to complete the process. <br /> This Second Amendment enables an increase in fees to be paid back to the City in the <br /> amount of $27,860 for a total reimbursement of a not-to-exceed amount of$871,185.05. <br />
