6.1.D. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> May 23, 2011 <br /> SUBJECT <br /> Shared Fire Department Services-Fire Marshal <br /> RECOMMENDATION <br /> By motion, authorize the City Manager to enter into an Agreement with Belmont-San <br /> Carlos Fire Department, and authorize the City Attorney to approve minor revisions in <br /> order to effectuate the purpose of the Agreement <br /> BAC KG RO U N D <br /> Redwood City Fire Department has had a long history of sharing various services with <br /> Belmont-San Carlos Fire Department ("Fire PA" or Fire Joint Powers Authority). On <br /> August 9, 2010 the Redwood City Fire Department entered into an agreement with Fire <br /> JPA for shared Fire Marshal Services. Under this agreement Redwood City Fire and <br /> Fire JPA exchanged services of Fire Training Officer from Redwood City for use of the <br /> Fire Marshal. In 2010 the San Carlos city Council issued notice to the Belmont Fire <br /> Protection District of their intention to dissolve the Joint Powers Agreement to provide <br /> fire service. <br /> On April 25, 2011 Redwood City hired Fire JPA's Fire Marshal with the intention to enter <br /> into a shared service agreement with Fire JPA. The Fire Marshal agreement with Fire <br /> JPA obligates Fire JPA to pay the City forty percent of the Fire Marshal's total salary <br /> and benefit package (normalized PERS rate) which equates to an estimated $83,500 <br /> annually. <br /> ALTERNATIVES <br /> Reject the proposed Shared Fire Marshal Services Agreement with the Belmont-San <br /> Carlos Fire Department and provide alternative direction to the City Manager. <br /> FISCAL IMPACT <br /> Fire Department revenue will be increased by $83,500, the amount received annually <br /> from Fire JPA for the shared service of Redwood City's Fire Marshal. <br /> ATTAC H M E N T <br /> (1) Agreement for Fire Marshal Services <br />
