6.1.E. - Page 1 To the Honorable Mayor and City Cou nci I From the City Manager May 23, 2011 SUBJECT Shared Fire Department Services-Joint Training Officer RECOMMENDATION By motion, authorize the City Manager to enter into an Agreement with 1) Belmont-San Carlos Fire Department, and 2) Woodside Fire Protection District for Training Officer Services, and authorize the City Attorney to approve minor revisions in order to effectuate the purpose of the Agreements BAC KG RO U N D Redwood City Fire Department has had a long history of sharing services with Belmont- San Carlos Fire Department ("Fire JPA" or Fire Joint Powers Authority) and Woodside Fire Protection District ("District"). Redwood City employs a Training Battalion Chief/Training Officer who also acts as a training coordinator for the Fire JPA and the District. In exchange, the District provides its Emergency Medical Services Battalion Chief to coordinate EMS services for Redwood City. In order to efficiently staff each organization, the City, District, and Fire JPA, share the services of these personnel referred to as the "Joint Training Officer" and "Joint EMS Officer." The Training Officer agreement with Fire JPA obligates Fire JPA to pay the City thirty-three percent of the Joint Training Officer's total salary and benefit package (normalized PERS rate) which equates to an estimated $74,000 annually. The agreement between the City and the District amounts an even exchange of the services of Redwood City's Training Officer and District's EMS Officer. ALTERNATIVES Reject the two proposed Joint Training Services Agreement with the Belmont-San Carlos Fire Department and Woodside Fire Protection District and provide alternative direction through the City Manager. FISCAL IMPACT Fire Department revenue will be increased by $74,000, the amount received annually from Fire JPA for the shared service of Redwood City's Training Battalion Chief.
