6.1.E. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> May 23, 2011 <br /> SUBJECT <br /> Shared Fire Department Services-Joint Training Officer <br /> RECOMMENDATION <br /> By motion, authorize the City Manager to enter into an Agreement with 1) Belmont-San <br /> Carlos Fire Department, and 2) Woodside Fire Protection District for Training Officer <br /> Services, and authorize the City Attorney to approve minor revisions in order to <br /> effectuate the purpose of the Agreements <br /> BAC KG RO U N D <br /> Redwood City Fire Department has had a long history of sharing services with Belmont- <br /> San Carlos Fire Department ("Fire JPA" or Fire Joint Powers Authority) and Woodside <br /> Fire Protection District ("District"). <br /> Redwood City employs a Training Battalion Chief/Training Officer who also acts as a <br /> training coordinator for the Fire JPA and the District. In exchange, the District provides <br /> its Emergency Medical Services Battalion Chief to coordinate EMS services for <br /> Redwood City. In order to efficiently staff each organization, the City, District, and Fire <br /> JPA, share the services of these personnel referred to as the "Joint Training Officer" <br /> and "Joint EMS Officer." The Training Officer agreement with Fire JPA obligates Fire <br /> JPA to pay the City thirty-three percent of the Joint Training Officer's total salary and <br /> benefit package (normalized PERS rate) which equates to an estimated $74,000 <br /> annually. The agreement between the City and the District amounts an even exchange <br /> of the services of Redwood City's Training Officer and District's EMS Officer. <br /> ALTERNATIVES <br /> Reject the two proposed Joint Training Services Agreement with the Belmont-San <br /> Carlos Fire Department and Woodside Fire Protection District and provide alternative <br /> direction through the City Manager. <br /> FISCAL IMPACT <br /> Fire Department revenue will be increased by $74,000, the amount received annually <br /> from Fire JPA for the shared service of Redwood City's Training Battalion Chief. <br />
