5. Authorize the City Manager to modify the scopes of the professional <br />service agreement for the Saltworks Project if necessary, including <br />the addition or elimination of sub - consultants and their relative scopes <br />of work. <br />6. Authorize the City Manager to amend the Saltworks Project contract <br />amounts by a contingency amount not to exceed $450,000.00 related <br />to the work described in Items 3 and 4. <br />B. Process for the Selection of Developers for Block 2 and the Winslow <br />Street Parking Lot at Depot Circle - City Council /Redevelopment <br />Agency Board <br />Staff contact: Dan Zack, Downtown Development Coordinator 650 - 780 -7363 <br />dzack .redwoodcity.org <br />Recommendation: <br />Consider background information, public comments and discussion of <br />options as they relate to developer selection for Block 2 (which is a <br />predominately City -owned block bounded by Jefferson, Middlefield, and <br />Caltrain), and the Winslow Street Parking Lot and provide direction to staff. <br />The options available for Council as they relate to developer selection for <br />either parcel are: <br />1. A Request for Proposals process as outlined in the City Charter <br />2. An Exclusive Right to Negotiate agreement under the Redevelopment <br />Agency <br />The Council may elect to use different processes for the selection of <br />developers for Block 2 and the Winslow Lot if that is their preference. <br />C. Receive Report and Provide Direction Regarding Proposed Ballot <br />Measures Increasing Transient Occupancy Tax (TOT) and Business <br />License Tax <br />Staff contact: Brian Ponty, Finance Director 650 - 780 -7072 finance .redwoodcity.org <br />Recommendation: <br />By motion direct staff to prepare documents necessary to place measures <br />on the November 8, 2011, ballot to increase Redwood City's Transient <br />Occupancy Tax and Business License Tax. <br />9.
