(.I N -2 <br />This contract does not include the landscaping of the facility. Caltrans insists that <br />landscaping be bid and awarded separately, per their procedures. This is due mainly to <br />the fact that Caltrans requires the contractor to maintain the landscaping for three (3) <br />years after installation, and it is unreasonable to hold the bonds for the entire project for <br />that period of time, merely for landscaping. <br />Construction is estimated to take 18 months. Prior to the start of construction, major <br />utilities have to be relocated. The utility relocation is being scheduled and is not <br />expected to conclude until the end of the year. For this reason, construction on the <br />interchange is not expected to begin until the weather dries out in March of 2004. <br />However, the Contractor may suggest an alternate plan that may advance the <br />completion date. <br />The project is designed by the civil engineering firm of Mark Thomas and Company. <br />They also designed the Route 101 Auxiliary Lane project, which is currently under <br />construction. The main agreement with Mark Thomas was entered into with Belmont in <br />1999 and is assigned to Redwood City as part of the cooperative agreement between <br />Redwood City and Belmont. <br />After clearing many hurdles required by Caltrans, the project advertised on July 1, <br />2003. The project was not only advertised in the local newspaper, but also appeared in <br />the regional construction newspaper on July 2 nd and 9"' and was also advertised online. <br />A pre -bid conference was held on July 15, 2003. <br />The bid opening was held on August 6, 2003, in the office of the City Engineer. Jones & Sons, Inc. with a Alternative 2 (Slab Bridge) bid of <br />$12,426,983.00 appears to be a good and responsive bid. <br />A complete copy of the agreement is available for review in the City Clerk's office. <br />As with <br />any construction projects, there are <br />items <br />that cannot be <br />anticipated and <br />therefore <br />cannot be included in the contract. <br />Staff <br />has traditionally <br />used 10% as a <br />guideline <br />for this contingency before bringing <br />the <br />matter back to <br />this Council for <br />Page 2 of 3 <br />
