C-I:r-1 <br />REPORT <br />To the Mayor and Members of the City Council <br />and Redevelopment Agency Board <br />From the City Manager and Executive Director <br />August 11, 2003 <br />Subject: <br />Amendment to Urban Planning and Urban Design Assistance Contract for <br />Streetscape Design Work. <br />Recommendation: <br />Approve amendment to Contract for Urban Planning and Urban Design <br />Assistance with Freedman, Tung & Bottomley to incorporate design of Theater <br />Way and other areas of Streetscape adjacent to the Retail /Cinema Project and <br />for continuing design review of downtown projects; and authorize appropriation of <br />$100,000 from the Redevelopment Agency's unappropriated fund balance. <br />Background: <br />As the process of designing Theater Way (between the Retail /Cinema Project <br />and the Fox Theater) began it became apparent that a special design for this <br />area was needed. Michael Freedman of Freedman Tung & Bottomley (FTB) was <br />brought in to do the design of Theater Way and other streetscape areas around <br />the project and to assist with design review of the project. Mr. Freedman and his <br />firm conducted three joint City Council /Planning Commission /ARC study <br />sessions to review the project design, Theater Way design, and the design of <br />other project streetscape areas. <br />Because there was an existing contract with FTB for downtown design work, and <br />to avoid delaying the project, this FTB work was charged to that existing contract. <br />It is now apparent that using the general downtown design contract for this work <br />will exhaust the funding available under that contract and preclude design <br />assistance to other areas of downtown. <br />Analysis: <br />To preserve the ability to provide for FTB to provide design assistance on other <br />areas of downtown, including Block Two and the Depot Circle concept, staff <br />recommends approval of an amendment to the existing Contract for Urban <br />Planning and Urban Design Assistance and an appropriation of an additional <br />
