f5 -1 <br />the letter dated March 18, 2002, in the public correspondence section for more <br />information. <br />RECOMMENDATION <br />Staff believes that the proposed project is an appropriate land use, will have <br />insignificant environmental impacts (with the appropriate mitigation measures), and <br />fulfills City Council's intentions by providing housing units in conjunction with a new <br />commercial office use. For these reasons staff recommends that the Planning <br />Commission do the following: <br />1) Recommend to the City Council that the General Plan Land Use Designation for 20 <br />Avondale Street be amended from 'Low Density Residential' to 'Heavy <br />Commercial /Office Mixed Use Residential', <br />2) Recommend to the City Council that the Zoning Designation for 20 Avondale Street <br />be amended from 'R -1' to 'CG -R;' <br />3) Approve the Planned Development per the revised plan and elevations dated <br />6/4/02, on file with Planning and Redevelopment subject to the following conditions: <br />a) The applicant shall comply with all the conditions outlined in the Engineering <br />and Construction Memorandum dated May 29, 2002, including the <br />recordation of a declaration of restriction to prohibit above grade development <br />on the rear portion of the lot; <br />b) The applicant shall comply with all mitigation measures outlined in EA <br />10911 -01; <br />c) The applicant shall comply with all the conditions outlined in Variance 10223- <br />01, including the payment of the in -lieu fee for the open space deficit. <br />4) Recommend approval of the Use Permit to the Zoning Administrator based on <br />findings and subject to conditions as specified. <br />ALTERNATIVES <br />• Modify the conditions of the Planned Development Permit or recommend <br />changes to the conditions of the Use Permit. <br />• Do not recommend the General Plan and Zoning Map Amendment to the City <br />Council for 20 Avondale Street, thereby denying the project as proposed. <br />ATTACHMENTS <br />1.
