O.A-i <br />REPORT <br />To the Honorable Mayor and City Council <br />From the Cit, � Manager <br />August 25, 2003 <br />Subject <br />Kaiser Permanente Master Plan — Precise Plan and New Planned Community <br />Zoning District <br />Recommendation <br />Approve the resolution making findings <br />alternatives, a mitigation monitoring an <br />overriding considerations in accordance <br />Act (CEQA). <br />concerning mitigation measures, project <br />i reporting program and a statement of <br />with the California Environmental Quality <br />2. Adopt an Ordinance amending Article 60, Zoning Map No.1 (Downtown <br />Neighborhood) to rezone property at the Kaiser Downtown Medical Campus from <br />"CA" (Commercial Administrative) and "CB" (Central Business) to "P" (Planned <br />Community) zoning district. <br />3. Concurrently adopt an Ordinance approving the Precise Plan for the Downtown <br />Medical Campus, with the addition of language to the capital improvement section, <br />starting on page 36, specifying that a traffic signal be installed at Marshall and Maple <br />Streets and that Kaiser will pay its fair share of such cost.' <br />Background <br />Environmental Review Issues <br />The Environmental Impact Report (EIR) and a Mitigation, Monitoring and Reporting <br />Program (MMRP) for Kaiser's project were reviewed and approved by the Planning <br />Commission on June 24, 2003. <br />In Redwood City, the City Council has delegated to the Planning Commission the task <br />of holding hearings and certifying EIR's. However, CEQA requires that the City Council, <br />as the legislative body of the decision - making agency, review and make findings on the <br />significant environmental effects identified in EIR's. The resolution referenced in <br />Recommendation Item 1 above (the "Findings Resolution ") summarizes the impacts <br />identified in the Final Environmental Impact Report (FEIR) and makes findings for those <br />impacts that are deemed to have significant effects. <br />1 The Precise Plan also requires capital improvements not specifically identified in the EIR. <br />
