0. A -5 <br />The first phase of the Kaiser development that will be subject to this PC Permit <br />_ requirement will be Phase II, which includes the hospital, Central Utility Plant, two <br />parking structures and the small MOB on Main Street. Since Kaiser had already <br />submitted an application for architectural review for their first MOB (at the south east <br />corner of Maple Street and Veterans Boulevard), the Precise Plan proposes to allow this <br />first building to be approved by the procedures in placa prior to adoption of the Precise <br />Plan. This first MOB has gone through substantive review by the Architectural Review <br />Committee (ARC) and final recommendation by the ARC will be to the Zoning <br />Administrator. Staff anticipates that Kaiser will resubmit amended plans for MOB 1 <br />following approval of the Precise Plan. <br />The medical industry has been experiencing great change in the past decade and the <br />pace of this change is likely to continue over the plan period. Consequently, as <br />previously stated, the Precise Plan consciously does not recommend a specific site plan <br />but instead establishes a set of requirements (signaled by the use of `shall' in the text) <br />and recommendations not required but encouraged (signaled by the use of 'may' or <br />'should'). The Plan does include Kaiser's Master Plan site plan (as of 6/10/03) and <br />notes that their site configuration is generally consistent with the requirements of the <br />Plan. If Kaiser wishes to change their Master Plan site plan as they develop the site <br />over the next two decades, these changes will be judged against the requirements of <br />the City's Precise Plan. <br />Alternative <br />Do not approve the Findings Resolution, the Ordinance amending the Zoning or the <br />Ordinance adopting the Precise Plan and retain the existing Commercial Administrative <br />and Central Business zoning districts for the Kaiser campus. <br />Fiscal Impact <br />No significant fiscal impacts are anticipated. <br />Conclusion <br />Staff recommends that Council adopt the Findings Resolution, Zoning Ordinance <br />A e ment and the Ordinance adopting the Precise Plan for the Kaiser campus . <br />lZri u'vI �/2G"�ru� <br />aureen Rio an p r 4uc iedst rand Ed Everett <br />Senior Pla er I� l V Director, Community Development City Manager <br />Previously provided under separate cover: <br />Downtown Medical Campus Precise Plan <br />Attachments <br />1.
