B. Light and Glare <br />Potential Impact: The proposed project could become a new source of <br />substantial light or glare. (Potentially Significant) <br />Mitigation: The following mitigation measure, as set forth in the Initial <br />Study and the FEIR, is hereby adopted and will be implemented as provided in the <br />Mitigation Monitoring Program: <br />The project sponsor shall implement, but not be limited to, the following <br />measures that would reduce light and glare effects to a less- than - significant level. <br />Implementation of this measure shall occur prior to issuance of a building permit for <br />each phase of construction proposed by the project sponsor. <br />The lighting system designer /contractor shall prepare a lighting plan and <br />select light fixtures that meet or exceed industry standards for cutoff performance. This <br />performance standard will minimize the dispersion of light in a manner that reduces the <br />glow or aurora effect. <br />The lighting system designer /contractor shall be required to install the <br />lights at the proper angle such that spill light is minimized beyond the project site. <br />Finding: The mitigation measure identified above is feasible and would <br />reduce the potentially significant environmental impact described above to a less-than- <br />significant level. <br />The mitigation measure identified above would reduce the potentially <br />significant environmental impact described above to a less- than - significant level, <br />because it would require the designer /contractor to consider light and glare impacts <br />during the design /build process and would allow the City to ensure that measures to <br />reduce light and glare are adequate. Implementation of the performance standard for <br />the dispersion of light would reduce the glow or aurora effect, and installation of lighting <br />at the proper angle would minimize the amount of light spilled beyond the site. <br />III. TRANSPORTATION AND CIRCULATION <br />A. Local Circulation <br />Potential Impact: The Project (as proposed or as contemplated in the <br />Higher Occupancy Scenario) would have a potentially significant impact on bus - related <br />traffic flow, bus and shuttle access, site access, and on -site circulation. However, the <br />Project would not interfere with existing or proposed bicycle, pedestrian, or transit <br />facilities. (Potentially Significant) <br />Mitigation: The following mitigation measures, as set forth in the FEIR, <br />are hereby adopted and will be implemented as provided in the Mitigation Monitoring <br />Program: <br />2 <br />
