A second receiving lane would have to be added on the US 101 on- <br />ramp, and the ramp would have to be widened to accommodate merging with the ramp <br />connection from eastbound Woodside Road. If the ramp is not sufficiently widened, <br />merging congestion could degrade ramp operations. <br />The mitigation measure is not feasible, bF cause the on -ramp would need <br />to be widened to accommodate the merging traffic generated by the mitigation measure, <br />and widening the on -ramp to US 101 would require the approval of Caltrans, which is <br />beyond the City's control and unlikely. <br />Overriding Considerations: The environmental, economic, social and <br />other benefits of the Project override the significant impact described above, as more <br />fully stated in the Statement of Overriding Considerations in Section 3 of the Resolution. <br />C. Intersection Operations under Cumulative with Higher Occupancy Scenario <br />Conditions <br />Potential Impact: Under the Cumulative with Higher Occupancy <br />Scenario Conditions, the intersections at Maple Street/Marshall Street, Whipple <br />AvenueNeterans Boulevard, Hansen WayNeterans Boulevard, and Woodside <br />RoadNeterans Boulevard are projected to operate at unacceptable levels. (Significant) <br />The following mitigation measures, as set forth in the FEIR, are hereby <br />adopted as modified below and will be implemented as provided in the Mitigation <br />— Monitoring Program: <br />Mitigation Measure TR -10.1 and Mitigation Measure TR -10.3 <br />Finding: Mitigation Measures TR -10.1 and TR -10.3 are feasible and <br />would substantially reduce the cumulative significant environmental impact described <br />above if monitoring determines such an impact. <br />Mitigation Measure TRA 0.1 would include monitoring the Maple <br />Street/Marshall Street intersection to determine when signalization is warranted in the <br />future and installing a traffic signal at the intersection to reduce vehicle delay if the <br />results of the monitoring show that signalization is warranted. As with all mitigation <br />measures, the City may adopt appropriate alternative mitigation in lieu potential <br />signalization. <br />Mitigation Measure TRA 0.3 would include monitoring the Hansen <br />WayNeterans Boulevard intersection to determine when signalization is warranted it <br />the future is warranted in the future and installing a traffic signal at the intersection to <br />reduce vehicle delay if the results of the monitoring show that signalization is <br />warranted.. <br />The following mitigation measures, as set forth in the FEIR, would <br />potentially avoid or substantially reduce the significance of the impact described above, <br />4 <br />
