0A 2:3 <br />The potential impact of the Project as contemplated in the Higher <br />Occupancy Scenario would be similar to the potential impact of the Project as proposed, <br />because the excavation and construction of proposed basement and building <br />foundations of the Project as contemplated in the Higher Oc- upancy Scenario would be <br />similar to the excavation and construction of proposed basement and building <br />foundations of the Project as proposed. Likewise, the mitigation measure would be <br />similarly effective with respect to the Project as proposed and the Project as <br />contemplated in the Higher Occupancy Scenario. <br />VII. POPULATION AND HOUSING <br />The Project (as proposed or as contemplated in the Higher Occupancy <br />Scenario) would have no significant or potentially significant impact on population and <br />housing. <br />VIII. PUBLIC SERVICES <br />The Project (as proposed or as contemplated in the Higher Occupancy <br />Scenario) would have no significant or potentially significant impact on public services. <br />IX. UTILITIES AND SERVICES <br />A. Water Supply <br />Potential Impact: The Water Supply Assessment required by SB 610 <br />shows Redwood City would not have sufficient water supply to meet the projected future <br />demands of the proposed Project or the Higher Occupancy Scenario. (Significant) <br />Mitigation: The following mitigation measures, as set forth in the FEIR, <br />are hereby adopted and will be implemented as provided in the Mitigation Monitoring <br />Program: <br />• Mitigation Measures UT -1.1 and UT -1.2 <br />Finding: Mitigation Measures UT -1.1 and UT -1.2 are feasible and <br />together could reduce the significant water supply shortage to a less- than - significant <br />effect if the recycled water program contemplated in UT -1.1, and which was approved <br />by this Council on August 11, 2003 is implemented and operational. If the recycled <br />water program tentatively contemplated in UT -1.1 is not implemented by the City and <br />Kaiser does not obtain an alternative water supply from a third -party water supplier, the <br />Project would have a significant and unavoidable impact on water supply. There is no <br />other feasible mitigation measure that would avoid or substantially lessen the impact of <br />the Project on water supply. <br />12 <br />
