The project sponsor's excavation contractor shall coordinate and <br />cooperate with the archaeologist and /or observer(s) during excavation. The contractor <br />shall utilize careful grading practices in order to allow the adequate identification of all <br />resource /artifacts by the archaeologist and observer(s). The archaeologist shall then <br />devalop a list of recommended mitigation measures to be submitted to staff for <br />consideration. <br />Evaluation of Cultural Resource. The following criteria shall be applied in <br />evaluating a cultural resource: <br />• that the quality of significance in American history, architecture, <br />archaeology, engineering and culture is present in districts, sites, <br />buildings, structures, and objects that possess integrity of location, <br />design, setting, materials, workmanship, feeling, and association, <br />and <br />• that are associated with events that have made a significant <br />contribution to the broad patterns of our history; or <br />• that are associated with the lives of persons significant in our past; <br />or <br />• that embody the distinctive characteristics of a type, period or <br />method of construction, or that represent the work of a master, or <br />that possess high artistic values, or that represents significant and <br />distinguishable entry whose components may lack individual <br />distinction; or <br />• that have yielded, or may be likely to yield, information in pre- <br />history or history. <br />Security. The project sponsor shall take the following security measures: <br />Fencing with locked gates must go up as soon as possible; fencing <br />sections must be securely fastened together to prevent gaps. <br />At least three gate keys are to be provided to the City — two for <br />HRAC staff liaison and one gate key for the Redwood City Police <br />Captain who is in charge of the patrolling officers assigned to this <br />area. This is so they can have after -hours access to the site should <br />it be necessary to go on site to check for trespassers. <br />"NO TRESPASSING" signs are to be posted on all sides of the <br />perimeter fencing as soon as it goes up. A sign must be posted <br />adjacent to or on all gates. <br />23 <br />
